I am undecided whether this is worth reporting, or even whether North bid poorly (or South for that matter). I was rather surprised to find partner with 5-4 in the majors and at best a tenuous guard in Clubs. OK, West's double shows 4-4 in the majors, but that does not preclude our having a major suit trump fit (and knowing how to deal with the trump suit). But 1NT is superior because somebody of them have already claimed to have 4+ cards. 4+4+ in majors is certain in West, so bidding 1♠ would be forcing or not? Also what would South ( with minorish hand ) proceed over 1♠ with singleton spade.
