You probably don't even need the question mark in the title of the topic but here we go. In the World Youth Open BAM, against one of the top teams, you pick up AQxxxx Axx xx xx. Your partner opens:

2♣ (strong) (P) 2♦ (waiting, most non-extreme-shape hands) (2♠!)

3NT!! (probably 24+ bal) (P) ???

If you have an agreements about the difference between 2NT and 3NT by opener, that will help. If not, I will just guess at 6NT.

 

I assume you suspect ops 2♠ bid of being a psych. Maybe, maybe not, by the time it is my turn I no longer care.

I sort of care. Without the 2S bid I would be thinking of 7. But, I have little perspective because I don't play any style where 2S wouldn't have been MY response to 2C. There are limits to the concept of "waiting".

At my club the current fad is 2NT to show good spades. Anyway, agree that a positive response in spades was called for, whatever it may be. It seems to not exist in the OP system though so I made do without.

3NT shouldn't be unlimited, which would make it forcing

 

If 2♣ when balanced is 22+, the 22-23 balanced hands should pass 2♠, 24+ should bid 2NT and 3NT is a good minor suit with a spade stopper and no extras

 

Regarding the question marks, I would transfer to spades if that is now available.
