I never play splinter directly ,but cancealed splinter style so as to hidden dummy hand if possible.

As to this hand,there are two bidding style for me:

 

The first method:delayed major raise to game

The second method:low limited raise with consealed splinter

I could have chosen the 2♣ route here (game forcing, clubs or balanced) but thought the heart splinter was more descriptive, unless

partner has a huge hand we are not going anywhere.

3♦ for us is Bergen, 3♥ would set hearts as trump and would be the start a cue bid sequence.

Its really hard for partner to move over 4♥ when its right to especially missing a lot of club cards.

 

This is the kind of hand where partner's club cards (er, even though 2♣ isn't specifically CLUBS) can make all the difference, so I think we'd bid 1♠ - 2♣ - 2♥ - 3♠ - 3N (NS) - 4♠ - P.
