For that reason, many players like to open 1NT when they hold a balanced hand of 15-17 even if they have a 5 card major. Some limit the 1NT opening with a 5 card major to times when the major is not strong. The 1NT opening also serves to protect the ♥K on opening lead. I am sure that many would open the East hand 1NT. Given the alert of 2C they probably play 1nt response at least semi-forcing... so bid 2C. There is some very narrow range where responder has 8-9 and no fit and bids 2S and maybe you miss some game (if not playing BART or the like) but in exchange you can find a bunch of light games when pd has 4-card spades and 6-7 count with shape, and you will also play better partials quite often. Clearly if you haven't got a way of bidding the hand after 1♠-1NT then the 1NT opening makes more sense. With some partners I'd be more or less forced to open 1NT on this hand.
