All x's are small...3rd highest club was the 7 or 8 You pass initially (3♣ style is that suit must be very good if only 6 in 1st and 2nd)Parter opens 1♠, you bid 1NT (2♣ would be Drury), and parter raises to 2NT, showing 17-a bad 19. Last thing you want to play is 2NT imo. Either bid 3NT and hope to make it. Or bid 3♣ and expect pd to pass with xx clubs and bid game with the rest. No, thats not what i meant but i can see now rereading my post that it said pass with xx and bid game with rest. I don't even know wtf i wwas thinking when i said it the way i did, but probably because i was about to write that 3♣ would not be my choice. So it is totally my bad. I'd expect 3♣ to be something like KJxxxx and nothing else, so partner will usually pass. I think we are kinda on same page on this (although i predict you prefer to pass more hands than i do, but i will write down which hands i accept and which hands i bid 3♣ below) There was a reason why i chosed 3NT instead of 3♣. Basically i chosed a long way of saying 3♣ is better than pass. I should have probably said that 3♣ here is sort of picture bid for me and the hand in OP does not meet my criterias for bidding 3♣ I prefer AJxxxx Axxxxx KJxxxx KQxxxx and out or KT9xxx -QJxxxx with a side entry. And i expect opener to pass with xx Qx Jx, i expect him to always bid game with Ax Axx Kx Kxx and expect him to bid game with Qxx Jxx only if he is covering the red suits well. (I think this is where i sounded like opener should pass with only xx and accept the rest, which is not what i meant, eventhough i wrote it) I totally agree to being able to play 3m most of the time. One can narrow down the criterias even more to bid game at MP or nv IMP. I admit i will have (huge) problems trying to make 3 NT when responder has Axxxxx and opener accepts with Kx.
