Advancing a TO Double

If your opponents are honest law abiding citizens, then, yes - 4 is fine. Partner should have the major suits and values. Slam is remote, as your opponents have values for their bidding.

 

If you have any suspicions about your opponents, then it would be a good idea to show partner that you are bidding on values and not on distribution. The most obvious cue bid here is 2 - opener's suit. Spades could be misconstrued as natural as partner implied spades by his double.

 

But any bid other than 4 could lead to trouble here. So the practical call is 4.

IMO 2 = 10, 2 = 9, 4 = 8. Advance down the yellow-brick road with the the obvious bid :)
