We don't have to like it, and it may get us to a horrible minor suit partial, but it may get us to 1N from partner's side (improbable doesn't mean impossible) or hearts at the appropriate level. And 2m might not be as horrible as we fear. Meanwhile, pass is a non-starter. We are never playing for a penalty with this trump holding, and just what do we propose to do over a reopening double? The hand doesn't justify jumping in hearts (nor does the suit, given that partner doesn't need 4 hearts to reopen) and he'll never believe my hand is this strong if I bid 2♥. 1N now shows 8-10 in standard methods and there is no reason to upgrade this hand, with the stiff in partner's suit. Just as importantly, we can get to notrump if I show hearts: we can't get to hearts if I show notrump. That latter reason is why I don't pass and then bid 1N over the expected reopening double.
