How can you have a penalty double of 3♦ but not one of 2♦? I would say that the double is showing a good hand for your previous action (which is certainly true). Yourhand is only 1 hcp stronger but your distribution is anything butboring. Assuming you have a trump suit somewhere (odds arehuge that you do) your hand "evaluates" around 12 and should be treated as game forcing rather than the minimum your initial 2hbid indicated (with xxx xxxx xxx xxx you have a nice 2h bid now thatsa minimum:). This is important because p may be quite strongand afaid to do anything if you show them a possible yarboro ratherthan the nice holding you have (note that you cannot bid 4d here sincethat is normally reserved for 55 in the majors or better). Artk78 makes the point of bidding 3d which shows invitational orbetter power. If p bids 3h/3s 4h/4s we know p has at least 4 cardsin the suit bid. If p cannot bid a major or NT they will have to bid 4d or possibly 4c/5c if they have clubs. Over 4d we have a marvelousbackup plan of 5c which after showing our p 44 in the majors willpinpoint our dia shortness. Here, when partner passes 2♥ we are deemed to have found our fit. As has been pointed out, the 2♥ bid itself was not correct on this hand but that does not detract from the more general question.
