There are groupings of hands that wants to: 1) Bid 4♥ over 4♦. 2) Pass, intending to bid hearts on the next round (usually over a double). But the main thing is, don't pass, both your cards are extremely likely to be working, your doubleton is likely working, and you have 3 card support, I think it's more likely we make 7S than go down in 6. Of course, this all gets back to the initial question of how does the partnership define a 2C opening hand. Any of the big balanced and semi-balanced hands should reopen here with double, IMO. The real trick is what to do with big 2-suiters, which is hard. I favor double, then pull as the reopening action. If that is the case, 4S is a single-suited hand. and 5H is clearly a cue bid. Yes, partner is short in diamonds... but we may have promised him one working card already with the pass-not-double on the previous round, and I don't see any reason to be expecting better than the usual 3- or 4-loser hand from partner.
