Are you implying that partner has a strong 5/6 black suited hand? Certainly not likely. If they balance and partner bids 3♠ then they have made a serious error, as I will raise to game. If they balance and partner bids 2♠ I am not going to move towards game. (b) If partner has a strong semi-balanced hand, his 2♣ call may end the auction.
