I have a feeling GIB has rule now where it always rebid 2M when not game invite, even when better bids are available. It should prioritize bidding 1nt or 2 of opener's minor as appropriate when holding 4 hearts only.

 

We got to 3nt anyway, but 2♥ may be bad partial when opener 12-14 and can't move over 2♥.

With 12-14 and nothing specially opener should pass the 2S. 14 with shortage in spade maybe double.
