pclayton
OK, so I hold a 7 count with some spades and am responding to pard's takeout double of 1♥. Right? Depending on the rest of my hand, this may qualify for (at a minimum), at least FOUR different bids: 1. 1♠ (0-7): Axxx, xxxx, Kxx, xx. 2. 2♠ (8-11 or so), here I'll upgrade a super 7: AKxxx, xx, 109xx, xx3. 3♠ (weak, usually 6 cards). I'll downgrade a horrible 7 here: Qxxxxx, Kx, Jxx, Jx. 4. 4♠ (Basically bid what I think I can make): Axxxxx, xxxx, Kx, x.

Flame
Pclayton's anwer is what your looking for, ill just add that with hands too good for 2sp, you can bid 2h.

I would bid 4S only when I have a solid (usually one loser only) 7+ cards, not interested in other suit. As cardsharp pointed out, there is another bid (2♥), forcing to game. But it does not apply here since you have only 7-9 hcp.
