With a bust hand I think I always bid the lowest so that if partner bids 1♠ next, I can pass.If I make a free bid with a weak hand, then always highest suit first. What if partner Q's instead of bidding a new suit? in that case, you want to be able to give partner a choice of suits to make sure you don't play a crappy moysian. Would you really pass with 4 card support + stiff when pd doubled and then bid spades ? You should be thinking to which level to raise spades instead imo.
