You can play in any strain. Also, some people play the double here to show 3-heart support. That's a convention called support-double. Finally, 2♠ would be a reverse. It would be even better to pass for our hand is minimum in HCP's. Only excepton of this is having 4 card support for partner's suit where you want to act again. But IMO to bid 2♥ freely here would absolutely promise four cards. I would pass: I am not forced and have nothing else important to say. A three-card raise is not the worst thing in the world, and you have a very nice three-card raise. Playing support doubles, this is a clear support double.
