Yes, opener had the option of making an SAB with 3♣ and finding out that responder had 3+♣ and 3 Controls (with a 3♠ response) and now opener has no room to find out there is a perfect fit for 6♣. The sequence 1♣ - 2♥/2♠ responses are used when the major suit is usually KQxxx or better to avoid this problem. Thus, with the hand you propose, ♥Axxxx, responder has the option of treating it as balanced (5332) with a weak major and responding in the Meckwell fashion of 2♦ = 8-10 balanced.
