In a better world, 3♦ followed by 4♦ would be a choice-of-games cue-bid, but everyone plays that as a slam-try. The best I can think of is to try 3♦ and see what he does. I for my part I do not rebid three card suits in response to a cuebid if there is any alternative. With three hearts and a five-card black suit, the doubler would cue-bid and then bid his suit. Hence the choice-of-games cue-bid would show a more heart-orientated hand, such as the one in the original post.
