Who should bid more with this?

Depends on what 3 shows and cue bidding style.

 

If it's suit + non minimum then the answer is E, who needs little more than AKxxx, Axxx, xxx, x plus any other useful high card or an extra spade or heart, which if 3 is non minimum he's 99% certain to hold with worst case being a heart finesse.

Should east or west (or both) bid more strongly to get to 6?

Looking at my post #8 in ahydra's recent related thread ( http://www.bridgebase.com/forums/topic/57057-last-nights-tournament/ ) this forum :

 

1S - 2NT!

3H! ( "good" 2nd suit, and shortness elsewhere ) - 3S ( waiting for more info )

4C! ( shortness ) - 4NT(RKC; the "good" 2nd suit should guarantee a Ctrl at least )

5C (0/3) - 5NT

6S ( no K's ) - p

I think you should still get there if you play regular Jacoby ( showing shortness, 3C! over 2NT! )

They should know what 3 shows. If this is a second suit, West should show his heart control with 4 . East never got to know about this feature. If 3 showed a good suit or a control, East should bid more with the minors covered.
