It will be investigated, although not very clear situation with 6th minor and almost balanced hand. Partner could expect with ♦Axx/Kxx and get 800 where 5♣ to be passed out for 600 or luckily 620 with void diamond leader. Anyway it be addressed for more closer hand to expectation of double. So GIB plays a penalty double here. I think it's much more common to play negative double here, otherwise hard to get to major suit games. Also, I think its expectations of 800 with partner having Axx/kxx is maybe inflated beyond reality, I think suit quality requirements of 4d should be increased (expect 8+ diamond rather than 7+ which make big diff, & better suit), which would make 800 less likely and favor bidding on.
