It should bid 3s with this hand IMO, 4s with this hand shape but stronger (NOT cue bid), and only cue when it wants partner to choose the major IMO. I get the feeling it is prioritizing cue bid over 4M because of strength which is wrong. What if advancer is say 2443, 2434, bad clubs doesn't want to play 3nt. Cue bids, shouldn't opener with 4-3 in the majors bid 4 spades? 4-3 fit is sometimes only game, hard to get there if advancer can't bid it. I think 4M should only promise 4 (and 3- other major), but:- with 4-4 in the majors and 4 level strength cue bid instead (if not enough for 4, bid 3s)- with 4 cd in only one major, stopper in preempt suit simulate between 3nt/4M.
