He decided it is too risky opening 3♣ vul with his balanced hand and not so good suit. Yet he decides it's OK to walk into a live GF auction, still vul, still not so good suit, and still balanced! Whether its only ace controls or ace/void controls or any controls is unclear. You mean semi-ambiguous. Most likely this is a cue bid erroneously explained. Why they can't do quality control is beyond me- e.g. post a link on this forum to webpage with lots of automatically produced bidding and we pick out any errors on the beta-version of the new GIB version for fixes.
