Another possibility is to bid 1 NT without a stopper and if they take the first 5 tricks, claim the rest. if partner has extras, he shall ask you about the stopper on the way to 3 NT- but this is a worse agreement, it simply wrongsides some games. On the other hand, if 1♥ passes back to partner and he cannot reopen, I don't think we have lost much. (Form of scoring could make a big difference.) When we have a stopper ourselves, it does not matter who declares because the stopper is over the bidder. But if our stopper is Kx with opener then it has to be played by opener. I don't like 2♣ personally. It makes me too likely to play in the wrong suit instead of bidding 2NT if 2♥ comes back, which shows pretty much this exact hand. OK that's a reach but the hand definitely does not belong to us until further notice and I'm not sending that message to pard who would be full value to compete too high or/and then double something we can't beat.
