Matchpoints. Taking advantage of the vulnerability, North made a, ahem, "frisky" jump overcall. E/W slipped a trick and collected +300, but even +500 would have been a poor matchpoint result.

Did North just get extremely lucky? Or should E/W have shrugged off the overcall and bid their game?

The WJO looks reasonable enough - rubbish suit but some stuff outside to make up for it. Whether it's a sound strat in this position is another question though (cf. the case where partner is a passed hand).

Now, what about East...

At this vul, pass on the first round is slightly silly but not overly so. I prefer X (if it shows one major) or 2S.

Second round, 3NT is clear. There's no way you're taking 8 tricks against this - if you gave me a choice of eating worms for my next meal or passing, I'd choose the worms.

FWIW no blame to West.

I kinda' like Colchamiro's Rule of 9 here: When considering to pass/double for penalties (takeout double or negative double situations - partner shows an opening hand) then count the number of cards in the trumps suit (4) add the number of honors (2) and add the level of the contract (2) so: 4+2+2=8. If the total is 9 or more then pass for penalties if not then bid. (Adjust judgment for vulnerability - If unfav, consider bidding 3N).

I would cue bid 3 (game force) then over partner's 3 reply bid 3N to show values in their suit. Partner is free to adjust to 4[spades} with 4 cards there.
