North with an extremely-likely double fit and good controls, plus the singleton spade, ought to do something over 4S, but I've no idea what. 5C? 5H? 4NT? If West can only have 2s like the explanation says, penalty can be juicier. Perhaps if it simulates with West having 4+ spades it would see greater upside in bidding on. They only apply when one has the option of raising partner's 1 level response to the 2 level, to distinguish 3 and 4 cd support.
