If partner means this as P/C...I will give them an angry look when they table 3/3 in the minors and 2 hearts when I have diamonds...IMO they can easily double asking us for minor if they wish to balance higher.

I agree that 3C is Clubs here; but I would take DBL as penalty.

Not sure which is better to play..penalty or balancing for a minor. 3244, or a weaker 2245 distribution we may very well wish to push to 3 minor NV.

And we waited until the opponents got in two calls to do that? It seems the only reason we didn't act on the first round was because we had only clubs and couldn't bid them because 3C directly was p/c ---hamstrung from using 2NT for p/c because it was needed for something else in the given system.

I play almost no penalty DBLs, but this would be a penalty DBL for us.

With a weak 2245 you could have asked the minor previous round or bid 2NT now; with 3244 you will probably just pass.

 

...The above comment was before seeing the 2NT bid. But over the 2NT bid, the DBL is still penalty for me (I guess most will play this as penalty).

I'd expect clubs plus some tolerance for hearts. Maybe the tolerance is implied from the pass of 2. But, I'd still expect that 3 here is an offer to play clubs if opener is suitable, otherwise opener is free to retreat to 3.

What would have been 3 directly? I play it as nat nonforcing which means that delayed 3 is p/c. Ofcourse if 3 direct would be pass/correct partner now shows clubs

 

 

What do you mean by "delayed 3" ?? Are you telling us that you have to pass 2M first and wait opponents to balance in order to play in a minor ?
