It seems the only reason we didn't act on the first round was because we had only clubs and couldn't bid them because 3C directly was p/c ---hamstrung from using 2NT for p/c because it was needed for something else in the given system. With a weak 2245 you could have asked the minor previous round or bid 2NT now; with 3244 you will probably just pass. ...The above comment was before seeing the 2NT bid. Maybe the tolerance is implied from the pass of 2♥. But, I'd still expect that 3♣ here is an offer to play clubs if opener is suitable, otherwise opener is free to retreat to 3♥.
