East looks like 11HCP plus 4 distribution points. After 1NT ( balanced points ) was included recently in 4th seat, the points for NT-minors needed to be tweaked a bit. So they are: 2NT ( in NV ) 15+ TP2NT ( in V ) 17+ TP. East having 15TP qualifies for 2NT in NV, but not here.
