North 1 bid is a joke and shows that North is a beginner or a HCP counter, incapable of judging a Bridge hand.

I would consider a 2 bid in response to the first takeout double still an underbid when AJx, Axxx, x, Jxxxx makes game almost lay-down.

 

South might have chosen other actions, but can not be criticized for the ones he took. His final pass is borderline. I do not agree that his second double can be restricted to hands with specifically 3 card heart support.

The second double simply shows extra strength, most likely a hand too strong to overcall 1NT at his first turn. It is okay with 3=4=3=3 . You want to stay low if partner is broke.

From South perspective the auction at his second turn is consistent with North holding a weak hand with 3=3=4=3.

All blame to North.

Souths bidding was at least not out of this world. Sure, he should have given it a straight forward value call at his second turn but he was hoping to stop in 2H opposite a yarb I guess. He at least showed most of his values and most of his hearts. North's bidding was out of this world. He probably did not realize that souths second double when his partner showed like 0-9 showed a very strong hand.
