Only minimum shape and HCP passes -look for a reason to go game, not a reason to pass.Besides they may phantom-sac to 5H when 4S was close. Opener should probably just let it go with run-of-the-mill hands, up thru the weak NT range. Responder's 3S is under pressure and will include many hands below strength for a true game invitation.
