They use Cappeletti, so double is for penalty, and 2♣ is for 1-suited hand, where I would respond 2♦ and then it could pass. Double probably usually is going to get more points here but then again it's also a much bigger risk whereas 2♦ is a really safe bid. But either is still better than passing.
