The reason being, I want to raise to the four level, not the three level. Since I have already underbid by a full level, no way am i bidding 4♥ and then passing a 4♠ bid. For me, 4♥ does show a club control (last train and all) and has nothing to do with the fact that I have already made a value showing bid in hearts.
