I guess W was stuck for a bid first time round (I'd bid 2[clbus]), and decided showing points was more important than shape second time. The 2♥ bid is described as showing 11+ total points with 4+ hearts, which cannot be right. The fact that East "thinks" his partner is showing 11+ total points with 4+ hearts is what leads him to bid 3N.
