Partner and LHO have at most 11 points between them. Unless LHO has nearly all of them, he's about to pass 2♠. The point of acting now is to contest the partscore: we'd rather play three of a suit than defend 2♠ undoubled, and we'd rather defend 3♠ than 2♠. I thought it's close as partner rarely has KJxxx/KxxxxxThat's an argument for bidding 2NT rather than double, so that we get to a real fit opposite 4=4=2=3 or 3=4=3=3.
