And, how does North figure he has game-forcing values opposite 12-20 total points? (He also raised directly to game opposite what he thought was 14-17 total points.)

We'll look at the followup but I think that this hand is on the cusp of 2S, and 1S is nearly as reasonable as 2S. Am I wrong? It is a little easier to jump here with a 5 card suit.

 

fwiw, this situation ( that auction, that 4441 shape with 8 HCP and a small singleton club) has come up about 79 times over the years in the main bridge club and tournaments.

For a human, 1S is fine but GIB handles badly followup rebids by doubler so if it bids its full values then there would actually be no followup problem to fix.
