Partner may have ruffing values, but either way he's going to need tricks in side suits to get game to make, and 3NT is probably easier. I decided to suppress my heart support on the last round because I felt NT was the best description of my hand, I'm not going to overrule myself now. Presumably the systemic way to show a balanced raise to 4♥ is 2NT followed by 4♥. I wouldn't suppress the heart support.
