It is not "responsive", because the term refers to when a suit has been bid and raised by the opponents. It is not takeout for the minors as played by most people. It is normally a descriptive call showing an honor and some length in the suit with at least a few competitive values. It is, as a byproduct, a way of exposing psychic responses. A common aggrement is to play the cue (openers suit) to show 2-places to play.The alternative is, to bid 2D followed by 3C the nextround, given your hand, the bidding wont end with 2D.
