After two passes this looked to me like:

 

"We can't let them buy this auction this cheaply, do something intelligent, partner."

 

Sitting the double didn't look very intelligent so 2C it was.

 

They eventually made 2NT when partner didn't say anything else.

 

Agree with reasoning and bid? If not what's your take?

Bidding diagram needs work. Or needs to be moved to Laws section; one or the other. Righty does get to double his partner's response.

 

 

The 1H bidder ( Opener ) cannot DBL partner's 1S response .

I hate these kinds of doubles. Especially being a passed hand to begin with, what kind of hand can he have that couldn't act on the previous round but must act now? Anyway. 2 is a good bid by you. double was almost certainly a bad call by your partner.
