2C/1M GCC legal?

After reading the post Phil made about illegal conventions http://www.bridgebase.com/forums/topic/50279-prescribed-penalty-for-use-of-an-illegal-convention/

I am wondering if 2/1M as and GF, balanced GF (including 3 card support 1M) is GCC legal? Probably not since clubs could be as short as 2?

If it's always game forcing, it's allowed with any meaning.

If it's not always game forcing, it has to be natural.

Item 3 under "Responses and Rebids" on the GCC: CONVENTIONAL RESPONSES WHICH GUARANTEE GAME FORCING OR BETTER VALUES. May NOT be part of a relay system. So as long as it's GF and not part of a relay system, it's legal.

Edit: I see Phil beat me to it.
