I am surprised by this one though, vulnerable with a weakish 7 card suit I would only go as far as 3♥. Preempting is not just a thing of rules and stuff. It's judgement, i.e. thinking what your side might have and what opps might have, in this case 4H for us our 4S for them. Not all opponents accept the transfer to 4♠ lightheartedly, particularly if they have been burnt before. I am not claiming I know what to do with this hand, I think it is close between 1♥ and 4♥. I think it is less likely, with a huge majority of the expert world playing takeout doubles it is hard for them to double you off in 4H when you have a spade void. Even if they don't overcall 4S, if they double their partner will often have a 4S bid given our spade void.
