If I might have game opposite a "near maximum" hand I would have invited over 2♥, and I would need a perfect hand with no wasted values and no ♣ ruff for the game - again a hand that would surely invite over 2♥. If I didnt that means that whatever he holds I am not interested in game and GIB is not a captain of this auction. On the other hand in 3rd seat opening I might open sub minimal hands. The only hands that logically can bid on this auction are the ones that would remove my penalty double of East bid, and that is not a balanced maximal hand of 2♥ with 3 card support. At IMPs, the distribution in my simulations was: 5 I bid 3C 2 I bid 3H 4 I bid P I think the idea is that if it's going to compete to 3♥, it might as well show its suit along the way, to help opener evaluate his hand in case there's a double fit.
