First hand looks like preemptive raise, not constructive. Book bid is pass, but probably due the your passed hand ( and having 2HCP itself, not likely both pairs have almost equal points ) and expecting opps to reach 3NT, has decided to give you a hint for the lead and upgrade with 1TP. GIB doesn't rely on Best hand south and not counting South always >=11HCP.

 

Second hand book bid is 4♣, after some simulation GIB could find the 3♣ bid as more safety, but very rarely to pass. It will be checked more deeply.
