slam inv advance of takeout double

I recently read something from Mike Lawrence:

 

W N E S

1C DBL

P 2C DBL 2D

P 2H P 2S

P 4S P ?

 

According to Mikey, N's 4S is not signoff, but shows a strong hand, slam invitational. How many play it that way, especially if you treat the 2C call as either GF+ or inv with both Ms? How do you distinguish game only from SI hands in this kind of sequence if the cue can be inv with both Ms?

 

EDIT: The auction starts with 1C by E and DBL by S; can't get the calls to line up properly.
