Xiaolongnu
Which is the highest authority and law out of the following? 1. WBF GCC. 2. WBF SCC. 3. Event GCC. 4. Event SCC. That is, where they do not agree or are in conflict, which overwrites which? They are rarely in conflict, most of the time they more of supplement each other or are a subset of each other, sometimes a rather poorly drawn subset too. But in the event that they do, which overwrites which?

paulg
You would hope that the Supplementary Conditions of Contest included a statement that says, in case of conflict with the GCC, which applies. Without such, I would expect that the supplementary CoC override the general as they are specific to the event.
bluejak
In most events the CoC of the TO applies, so in your list I think you can usually exclude #1 and #2: WBF regulations only apply in WBF events, and in other events where the TO has said WBF regulations apply. For example, in an event in the British Isles, WBF regulations only apply if the event is in Scotland: they do not apply in England, Wales, North Ireland or the Republic of Ireland. Similarly WBF regulations do not apply in North America.
