It comes from the fact that 1♣-1♦- Double promises 4+♥4+♠. So that's how GIB is supposed to express longer lengths instead of spades first. And as hand doesn't qualify for Double, GIB picked 1♥. Double from the other hand has the glitch for problem having 6th major lengths. It would be investigated for improvement of the rules. But the rule for bidding a major in this auction doesn't say to pick the longest one, it just says to bid any 5+ major you have. Actually there are quite a few such kind of situations when gib bids two suiters. I saw gib rebids a suit and bypass a 5 card side suit sometimes.
