Even if you haven't discussed a sequence, hopefully you can see why 3 would be played as NF.

 

But why are you starting with a transfer? Don't you play Stayman?

Transfer is fine. This hand is worth a gf and you can simply bid S after the transfer. Not everyone plays or likes Smolen.

The interesting (to me, anyway) thing about this hand is that it is a ten-count which I would treat as a G.F. opposite a 12-14, or a 15-17. If you don't like the "10-count" statement, take away the club Jack. Whatever the meaning of 3H over 3D on the given auction, it is not clear that opener will accept an invite with the many minimums such as this one, which he could have and are cold for game. QJX QTX KXXX AXX, for instance.

 

BTW, a Stayman sequence would have placed partner in a better position to evaluation his spade holding if the invitational route were chosen. The transfer first, eliminated that possibility when the opponents didn't remain silent.
