Why this ruling

Hi all

 

In a sectional in ACBL the following auction occurs.

 

(2)-X-(p)-XX

(P)

 

My RHO passed my partners XX after looking around for a long time. Clearly trying to decide if he was suppose to say something. I don't know if he didn't know what to do or thought he could make 2CXX. At which point I decided to call the director (maybe it was a little unethical of me to wait for him to accept the bid, but their card made it look like they know what they were doing and my feeling was he decided to show a good club suit or wanted his partner to make decided).

 

The director doesn't state why he makes this ruling put says my partner can make any bid and I am barred from the rest of the auction. But why?

 

Was this because he felt XX was clearly convention in this situation, like a responsive double (which was what she had and what I took it as)? Or just because there is some rule about illegal calls?

 

I thought once RHO had bid, it would have been accepted and I could do whatever I wanted.

LAW 35

When after any inadmissible call specified below, the offender's LHO makes a call before a penalty has been assessed, there is no penalty for the inadmissible call and ... the redouble is cancelled and the auction reverts to the player whose turn it is to call and proceeds as though there had been no irregularity.

 

I think it is this law that applies but if LHO had not bid then I think law 36 applies.

 

LAW 36

Any double or redouble not permitted by Law 19 is cancelled. The offender must substitute a legal call and the offender's partner must pass whenever it is his turn to call; the lead penalties of Law 26 may apply.

My feeling is, if THEY had called the director after making a call, the bid would stand. But since YOU called the director, the director felt it could no longer stand. And that's when he reverted back to the rule if nobody had bid yet.

 

Somebody correct me if I'm wrong, but I don't believe you have the right to call the director because your partner's made an illegal bid.

Everyone at the table (even dummy!) is allowed to call the director after attention to the irregularity has been drawn, but everyone except dummy is allowed to draw attention to the irregularity. In fact the director MUST be called after someone draws attention to the irregularity.

 

It is common practice, however, that whoever noticed the irregularity first calls the director. In this particular case anyone can call the director who will have no choice but the apply the Law, which is as Dr.Todd quoted:

 

The auction goes back to redoubler who has to make a legal bid. Openers pass is cancelled without penalty and redoublers partner has to pass throughout.

 

Brian: The situation you were thinking about was if partner makes an insufficient bid.

The entire text of the relevant laws:

 

LAW 35

INADMISSIBLE CALL CONDONED

When, after any inadmissible call specified below, the offender's LHO makes a call before a penalty has been assessed, there is no penalty for the inadmissible call (the lead penalties of Law 26 do not apply), and:

 

A.  Double or Redouble

If the inadmissible call was a double or redouble not permitted by Law 19, that call and all subsequent calls are canceled. The auction reverts to the player whose turn it is to call, and proceeds as though there had been no irregularity.

 

B. Action by Player Required to Pass

If the inadmissible call was a bid, double or redouble by a player required by law to pass, that call and all subsequent legal calls stand, but, if the offender was required to pass for the remainder of the auction, he must still pass at subsequent turns.

 

C. Bid of More than Seven

If the inadmissible call was a bid of more than seven, that call and all subsequent calls are canceled; the offender must substitute a pass, and the auction proceeds as though there had been no irregularity.

 

D. Call after Final Pass

If the inadmissible call was a call after the final pass of the auction, that call and all subsequent calls are canceled without penalty.

 

 

 

 

 

SECTION FIVE

INADMISSIBLE CALLS

 

 

 

LAW 36

INADMISSIBLE DOUBLE OR REDOUBLE

Any double or redouble not permitted by Law 19 is canceled. The offender must substitute a legal call, and (penalty) the offender's partner must pass whenever it is his turn to call (see Law 23 when the pass damages the non-offending side); the lead penalties of Law 26 may apply. (If the call is out of turn, see Law 32; if offender's LHO calls, see Law 35A.)

 

 

The director blew this one and ruled as if the 2C bidder did not call subsequent to the redouble. Any call by the non-offending side after an irregularity condones the irregularity an no penalty is imposed--law 35 gives the proper way to correct the auction.

 

By the way, whether a redouble is conventional has no relevance except for the application of law 26 (Say a rouble conventionally promised spades, a lead penalty in spades would apply.) Conventional passes are treated specially--a FP system openeing pass out of turn is treated as a bid out of turn.

I do not believe the laws say that doubler has to pass now. It seems to me that once doubler's RHO passes, the laws say that doubler does not have to pass throughout now.
