I am astonished to see this after how steadfastly they refused suggestions last time. I wonder if there is some way to impress upon the WBFLC just how unpopular and unworkable Law 27B is. It's true in England, and, I suspect, anywhere else that the vast majority of bridge is played with the use of volunteer directors, many of whom are untrained. You have to be a very knowledgable director and also a good player to apply the Law, so the effect is that there is one law for use in tournaments and another for the local club. I personally don't even mind this as much as the fact that the application of the law depends on exactly what misapprehension of the auction the IBer was under.
