That of course can be a disaster if pd has 4 or 5 ♥ and was about to preaccept, going down or barely making 1 NT when 4♥ has a decent play. When pd holds something similar to KQxx KJxx AKx xx I know its tempting to pass 1NT if you are not willing to go any further than 2♥, but those who transfer first will consider game if partner preaccepts, at least i hope they do.
