Why do I find foreign players in the list of players looking for a part ? Players not speaking french in their countries (turkish, spanish, welsh...). What filter do you use? "language"? In this case, anyone can change their BBO settings to use the language you selected (French). Try to use the Country restriction - this one works by IP so changing flag will not help. Only players located in France, Morocco, Belgium etc. will be able to join.
