weak NT and an interesting rebid

I don't believe that they should have any different meaning than if you played a strong NT; i.e., x is for takeout, 1NT shows 18-19 or so balanced, 1 shows an unbalanced hand with clubs and spades.

 

With a strong NT opener, opener should pass over 1.

Well, I'm sure you could stretch the 1NT down to, say, 16.5-19, but otherwise, agree completely.

I think one difference from a strong NT system is that double will include some 15-17 balanced hands with not a lot in hearts.

 

Doesn't double also have to show the 15-17 balanced with heart stoppers? We can't bid 1NT here as that is (should be) 18-19, unless we really stretch this to be 15-19, but I really don't want to play 1NT with 15 opposite 0.

I think with good heart values it's a good idea to pass some 15-17 hands and bid 1NT with some 17's.

Agree - when you have values in the opponent's suit, you think about defending, plus when you have not enough for game and a misfit, you get out of the auction ASAP. Both of these apply here! Plus the fact that with 15-17 and a passed partner, you may not even have enough HCP to be in a partscore safely without a proper fit.
