It's not uncommon for stoned college kids to work in restaurants and bars; it's much easier for management to tell them to check ID's unconditionally than it is to tell them to use proper judgment. The minor inconvenience of checking ID's is often a more suitable option than the one that presents the potential risk of being caught serving alcohol to minors. My gf's mom and dad went to some event in the middle of nowhere and ended up going for drinks afterward at the chain restaurant near their hotel with another couple in the same age range (early-mid 60s). The server would not serve my gf's mom without ID, which she didn't have. The manager came over and apologized but would not serve her either, although he offered a free appetizer to the table. I actually don't have much of a problem with this, and if I had a restaurant, I'd want a similar policy in place (for liability, of course, not on principle) if I sometimes had a young-ish crowd.
